Is there an in game reason as to why the medigun doesn't heal the demoman's eye?

I was watching "Meet the Medic" and noticed that the medigun beam healed the Heavy's organs and torso cavity and a scout's missing tooth.

It doesn't appear to heal the demoman's missing eye (or the heavy's exploded heart), is there any canon explanation as to why?
